BASIS OF SETTLEMENT FOR NEW PUBLIC SECTOR AGREEMENT ACCEPTED

Main Features of the Basis of Settlement

  • 4 year agreement, with salary increases operative from 1 November 2012
  • $1500 ‘sign on bonus’ for staff employed at
    1 November 2012 – pro rata amount for part-time employees
  • Salary increase averaging 4.5% from
    1 November 2012 with annual increases of 2.5% each 1 November thereafter
  • Significant increases in the rates of pay of medical physicists from 1 July 2013 bringing them very close to interstate (NSW) rates

What About Workloads?

Three new clauses on workloads, replacement of staff and dealing with unplanned absences will allow members with the support of the Union, to take effective action to address workload issues.

What About the Changes the Employers Wanted?

Pharmacists rosters – no change

Higher Qualifications Allowances – retained

Scientists Merit Review Process – Retained

Organisational change Schedules – no change

Access to arbitration of disputes – retained

Principal Scientist positions - retained (3 new Principal Scientist positions at Peter Mac named)


What are the Productivity Offsets?

Removal of Clause 22 re Technicians

No double dipping re payment for public holiday

Improved professional development process

Removal of Change of Shift Allowance where there is a 48 hour break between shifts


When will the Money Flow?

The increases under the Agreement will not be paid until the Agreement is approved. This is not likely before March 2013. The new Agreement when drafted needs to be circulated to all employees in our classifications for ballot. The majority of those who vote must vote in favour of the Agreement. The Agreement must then go to Fair Work for approval.

On Tuesday night the Victorian Cabinet approved the Basis of Settlement reached in the negotiations for a new public sector Agreement.

A meeting of members at Trades Hall today unanimously endorsed the Basis of Settlement. The main features are in the left hand column.

A more detailed summary of the Basis of Settlement is available in the member-only pages of the website (login first).

The new schedule of rates of pay and allowances will be available on the website next week.

The Agreement in its final form is not yet available, as the drafting has yet to be completed. There will be a separate ‘mirror’ agreement covering community health, with identical outcomes.

 
‘Tis the Season of Organisational Change…

We have received notification and Employee Impact Statements in relation to proposed organisational change from:

Albury-Wodonga Health - Pharmacy
Southern Health – HARP Program
Melbourne Health – Perfusion
Melbourne Health – CAT teams

Remember that employers are required to consult with employees and the Union when organisational change is proposed which would have a significant effect on employees. “Significant effects” include reduction in hours of work, diminution of job opportunities and redundancy, among other matters.

Consultation must occur before any changes are implemented and the employer is required to take into consideration measures proposed by employees which would ameliorate the adverse impact on employees.

In addition many of our agreements, including the public sector agreement provide that the employer must consult with employees and the Union during the feasibility stage of investigating possible technological change – as well as prior to the implementation of technological change.

Keep your employer honest – contact the Union as soon as you become aware of proposed organisational or technological change.

 
Public Sector EBA 2012 - Basis of Settlement voted up!

Members and reps met at Trades Hall today (14 Dec 2012) and voted to accept the Basis of Settlement for our Public Sector Agreement. Members can login to the website and download a summary of the Basis of Settlement.
